To amend title 10, United States Code, to authorize the award of a Cold War service medal to members of the Armed Forces who served honorably during the Cold War era.

Honoring the members of the crew of the guided missile destroyer U.S.S. COLE (DDG-67) who were killed or wounded in the terrorist bombing attack on that vessel in Aden, Yemen, on October 12, 2000, expressing the sympathies of the House of Representatives to the families of those crew members, commending the ship's crew for their heroic damage control efforts, and condemning the bombing of that ship.

Expressing the sense of the House of Representatives that the recent nuclear weapons security failures at Los Alamos National Laboratory demonstrate that security policy and security procedures within the National Nuclear Security Administration remain inadequate, that the individuals responsible for such policy and procedures must be held accountable for their performance, and that immediate action must be taken to correct security deficiencies.
